This has got to be totally dependent on what exactly the person wants to do with
their degree.
I went to College of Eastern Utah (USU eastern now) and SUU over BYU because I had a full scholarship there and would have had to pay partial tuition to BYU.
In the end, I got accepted to 6 dental school from SUU, probably would have been the same from BYU.
Saved me 1000s, probably tens of 1000s of $. In hind sight, would absolutely do the same.
I got married soon after my mission, so not like I needed any kind of special social atmosphere, but there were plenty of LDS people to associate with at both of those schools.
I'm sure there are certain degrees where a certain state school would give an advantage.

At this point you can go to UVU, live in Provo with BYU students, go to a “BYU” YSA ward, attend BYU events
