decided that comparison was OK?

And you just admitted there was justification for the call. Do you want refs determining if there was enough contact in an illegal block, or calling all the illegal block to stop them from happening? Isn't the player the whole purpose of the rule? Therefore if the refs see it, they should call it, not make a judgement call for how much contact there was.
