Yes and no. In many instances if your safety can close quick enough he can eat a
block and the LB can go do what LBs do. But many times the LB will get to the block first and the safety needs to read and fill. If you're playing a team that likes to run at the perimeter your safeties are going to see a lot of action whether the LBs are good or not.
