Phoenix is the best of the southwest area for sure. Phoenix is usually 5-10 degrees warmer than Vegas in the winter
while Vegas is usually 5-10 degrees warmer than St. George. SLC is usually 10-15 degrees cooler than St. George though so northern Utah folks appreciate the improvement.
