I think that is semantics
If you want to say productive relative to alternative hires or making good use of their time or something like that, go ahead. That is what I meant by value. It is every business's job to determine whether the value provided by an employee is worth the cost of paying them, even if it is hard.

If she is hardly working, I would say she isn't providing commensurate value because I can almost certainly find someone who will work more and likely better.
