If he was to unbuckle his seatbelt, he would have had to tell the officer about

the gun, which he obviously wasn't going to do. Dumb if that is the case. I know it looks like he for sure was pulling out the gun, but the seatbelt latch is right next to the holster and he could have drawn once he heard the officer yell "gun!"
