Well, potential media partners have incentive to hurry to lock in OR and WA
Sure, nobody cares about bloodsuckers like the yewts. The hangers-on like them can twist in the wind as they're not getting off the gravy train anytime soon, but OR and WA have to be looking lustily at the BIG. OR and WA surely don't want to keep subsidizing garbage programs like Utah and Berkley.

So now is media partners' chance to lock in what value remains in the PAC (OR and WA) before it disappears. I think the problem is that the value remaining, split among the rest of the "Remaining 8" isn't acceptable to programs that now suddenly fancy themselves in "blueblood" money like Utah.

My guess based on markets: OR and WA want an unequal share to stay, but if they get that, there's not enough to satisfy the egos of the Remaining 8, and media partners aren't willing to pony up enough to make the leaches happy. The offer for the bad and declining content the PAC provides is not close enough to split equally and incentivize OR and WA to stay.

That is to say, nobody wants to throw down for what the PAC is offering up.
