Maybe I am reading this wrong but they include Powell and Flaming Gorge and its 32% exclude them and 55% what if we
just excluded Powell? FG is at 78% currently yeah? Why is FG excluded as well? Also, with the amount of snow and runoff to come I would wager the gorge gets pretty close to full.
