I believe that as currently applied, title IX requirements are that actual
scholarship $$ be equal, but also less clear requirements regarding equivalent facilities, per diems, dining, coaching, etc. apply.

Could be a real mess with this CA stuff if the FB players are suddenly getting big bucks while women's teams flounder. But, I haven't actually read the CA text, and there are ovcipusly arguments you can make that this revenue sharing should be separate from title ix requirements. But people argue that title ix exists to remedy the historical unequal treatment that gave rise to men's sports making more money . . .

I suspect the real answer is that even experts don't really know how it would all shake out.
