Can look at top-40 without considering existing conferences
Vanderbilt and Rutgers are not top anything, but they're in and Utah is not. It's not based on any current characteristic but past history. Past history is trumps most things. If the B10 and SEC were choosing teams from scratch, maybe Utah would be in. Certainly Vanderbilt and Rutgers would be out. However, that's not how things are done. So, to be in, Utah needs to not just be top-40, they need to be top-10.
