I'm not sure exactly what he's getting at, I think what he's saying is that Utah
will be fine one way or the other... and he seems to think Utah will get in in 5 years, not anytime soon (unless you think 5 years is soon). He could absolutely be wrong about that, he has a tendency to be optimistic, but his predictions about other things have been spot on almost all of the time.
