Thanks, all! He'll just show up and try without a permit. If they stop him he'll
just play a dumb German who didn't know about the lottery and doesn't speak English well.

I was at Scout Lookout and didn't see a guy at the permit checking spot. But.....I definitely wouldn't count on it.
