He won’t be the first European to try this
And I know from experience they’ll stop him. They ask for ID to match your permit and aren’t going to let him walk past. They’ll get very stern if he attempts to walk by them. Still a beautiful view from Scout Overlook though!

I was at Scout Lookout and didn't see a guy at the permit checking spot. But.....I definitely wouldn't count on it.
