So, when you say, "meh, he's from Germany", you're saying it's ok for him to jump ahead of others in line who ALSO may be there for the once-in-a-life-chance. You're saying it's ok for him to ignore a pretty important restriction. It's ok for him to lie, if caught.

Not a big deal? Overall, yeah, probably not. But as someone who has tried a few times, also not received the permit, and so I obeyed the rules, I'm still bugged. I don't like it when people think they're more important than everyone else.
