5/5 or 10/10 feels like it implies it is perfect, flawless, or the absolute best
so I can see why people hesitate to give something the highest rating. It would be nicer to see more of a shift to being more generous in ratings (especially for a worker that depends on reviews and they did a good job), but there is value in noting the downsides of something.
