I think it's more typical of bigger and older companies for HR to do it. So I guess I agree with the people
on here if it's HR driving goals that are not purely functional in nature through direct managers that it doesn't serve a great purpose. I think it's strange for HR to lead this philosophically, but I also think HR orgs have taken far too much power in Fortune 500 companies for example so we purposely limited the influence of HR.

So for those who read this who eye-rolled me, looks like some of you may actually agree with me. Just different experiences.
