Ok, that's closer to what we do. Yes HR helps standardize. Yes they do training, yes they have access
to the metrics and goals people have. However, there is so much variation by role that we have chosen to have departments drive it more than HR with HR more a supporting role than primary. But it was a conscious choice for better goals vs risk mitigation.
