Maybe you are unaware of the fiscal conservatism of BYU & their sponsoring org?
LES is not fancy, but it's very much "good enough" and functional, which (other than temples) is pretty much the standard if you look at church-owned buildings.

I'm sure plans are in the works for a future upgrade of LES, but until they have the money raised (including ongoing maintenance) as per BYU's policy for new buildings, LES and the Marriott Center will continue to be carefully maintained and selectively upgraded to maximize their life span and get as much use as possible out of them.
