This is a big problem in Florida. I suspect they're being trained or tasked to
NOT drive in the right lane. Maybe due to isolated safety data. Even on a nearly empty freeway, it seems that the default semi lane is second-to-right. It's so pervasive that it feels codified. It tends to inefficiently gum up traffic.
