I am a PA and have worked in several urgent cares and we had multiple actual doctors. Several of them were the providers who prescribed the most antibiotics for obviously viral illnesses. The MD owner of the last urgent care I worked at literally would get mad and demand we prescribe more antibiotics because that is how you kept patients from going elsewhere in the future. It was all about the money which is why I quit.
