Government? What did they do?
In California, you do need a doctor's recommendation/note to have a service animal. Sounds like Utah hasn't passed one.

Without that, there is no discrimination in telling a person they can't live there. So if someone is allowing it with a note from a friend or a parent, they are choosing to allow it. Not being forced.
