You may be on to something. Think about the Bronco/Doman dynamic.
Coaches gameplan as a group.

When the staff doesn't have faith in the offense to win the game, the gameplan becomes, "play ball control, keep the defense off the field, don't turn it over, let our defense win it".

A ball control offense makes your defense look much better. This is a part of why Bronco's defense looked so dominant during the Doman years.

For years, Whit has never expressed confidence in his OC, and was quick to jump to a conservative "let the defense win it" kind of offense. Sitake may have picked up some of that.

All that said, the genesis of this is the coaching group losing faith in the offense's ability to win the game. While culture plays a role, I think it's probably the judgement of the whole staff that the offense isn't good. And that's on Detmer.
