if those who wanted to support the core of the honor code (honesty, law of chastity, word of wisdom, etc) but wanted to remove some of the sillier things (certain dress and grooming standards) and make small changes to the enforcement process were to better distinguish their protests from the "I'm going to do whatever I want, yewt your stupid rules" or the "woe is me, my life is so difficult living under this oppressive honor code regime" crowds. When the administration feels like a complaint is coming at least partially from their side instead of from a group of people that despises and wants to completely tear down their program, they'd be more apt to pay attention.
