They have a say in the sense that
viewership drives ratings (and ad revenue). Virginia fans aren't going to watch that late at night.
BYU probably would also have a say in it, since it isn't wise to put eastern time zone teams on time slots like that. It impedes the likelihood of getting more decent east coast teams to come out to Utah.
