offer full price is a joke. $5000 is laughably little for landscaping, and nobody will pay full price for a home that's been on the market for 3 months so they can get a $5000 credit. No pictures of the yard are scaring people off too. Drop the credit thing, get some laborers in there and put in a cheap backyard. It's a family sized home, so your buyers will be a FAMILY, they'll want a yard. Drop the price and sell that baby, all your brother is doing right now is riding the market downhill while overpriced.
He has to fix the yard and jump in front of the price decreases, otherwise he'll just ride the market down while making payments on an empty house. If his PITI is $3k a month, he'll drop nearly $10k in 3 months while he waits for a sale complaining that it hasn't sold. Drop it now, get it done. If anything is going to sell in that area, he has to make sure it's HIS house, not the one up the street. Too few buyers to be snotty about it, price is king in a buyer's market.
His agent should be telling him this, maybe he has, or maybe his agent is a slug that signs people up on 6 month listing agreements, plants a sign and disappears behind email. Yeah, even though CB is a hotbed of real estate agent lovers, there are a few bad ones out there.
