But the rule is written to protect defenseless receivers while ensuring injustice doesn't occur. Bills absolutely initiated contact with the shoulder. It was a brilliant, text book hit...and it was so good he crushed the receiver...completely legally.
But when that happens, if there is doubt the refs have been instructed to call the penalty and then review. They did. During the review, they saw it was a text book tackle. In fact, it's a tackle that will likely be used again in referee instruction on a proper hit just as a hit from last year by Bills was used as an example of a proper hit.
I'm saying they got it right, because they applied the rule correctly. Obviously the initial call wasn't correct...but they fixed it...IAW the procedures that have been put in place to fix it. It is a perfect example of applying the rule to try and reduce traumatic brain injury while still allowing football to be football.
