I've lived in both places and there's a big difference.
In UT: Snow all night long and people wake to 56 inches of snow and they look out to see the roads already plowed for them by the 6 million snow plows in the state so they can leisurely make their way on top of packed snow and gravel to work.
In TX: It rains, then turns cold, forming a sheet of black ice, then snows on top of that ice. Oh...and then Texas deploys the ONE snow plow in the entire state to start plowing the roads and maybe putting a little sand down on the ice.
The comparison is not even the same. I'll take UT snowy roads any day over the icy/snowy TX roads.
