I would add to this that such initiated contact by offensive player

should be a charge in a lot of situations. I suppose it is because I'm a finesse player, but I hate that a post player gets to plow his way through a positioned defender. How is this different than a guard lowering his shoulder, which is a charge? Big, tall guys already have a huge advantage in the game - it would be nice if they had to show some touch.
