Because the TT was a bridge movie. A very good one, but still a bridge.
And ROTK was an extremely satisfying conclusion to a great trilogy. It is what the TT built up to.
The bridge movie is rarely better than the finale. ROTK was just better, for many reasons.
I think FOTR was better than TT because it set the whole thing up perfectly. I'll take the set up and the finale over the bridge any day. Because those films have a higher margin of error to get it wrong, yet neither did.
