It has to have two divisions of seven to have any chance of working
It is certainly not perfect, but with the ability to move around the country within a few hours with chartered flights, it is at least possibly. Our Olympic sports travel across the country and out of the country to Mexico and the islands (Bahamas/Caribbean) now.
In football play six divisional games and three cross-over games, providing for three OCC games. In basketball you have two options: 1) a 19 game schedule (12 divisional games with home and home and 7 cross-over signal game rotating from year to year) or 2) 26 game schedule with every school home and home. It would certainly eliminate some of the duller pre-season games.
