What changed to make it an option now vs then?

Seems to me the Big 12 can be even more choosy today than they were then. They are now stable with several teams willing to do just about anything just to join.

It sure looks like BYU is acting much more desirous to join now vs then... The way they are publicly stating their desire to join vs then seems really odd.
