The amount payable has its roots in the information published by the university about the full cost of attendance. Schools are going to be reluctant to increase that number for all students because football wants it to be bigger.

That being said BYU could have saved 700 K a year if they matched Utah on the COA. They are able to spend that money because they are financially responsible.
