I posted on this very subject two weeks ago
As you mentioned in your post, Bronco was most speaking of the BIG's TV package to start the final restructuring in college sports.

In my previous post, I discussed how the so called experts fully expect the BIG to continue with their current blueprint by taking schools that border their footprint and not move into Texas. Iowa State will use the state government to pressure Iowa in pushing for the Cyclones. The BIG's exception would be going after WV.

My friend who works within the Big 12 agrees with the following assessment, that I discussed with him. But he further commented on no will knows what Texas and Oklahoma will actually do when the day does come. Reminding me the move to the PAC 10 1/2 was an absolute ploy to get rid of dead weight. Texas was never going to the PAC 10 and Oklahoma was staying with Texas. The PAC scheme worked in getting rid of Colorado but Nebraska was a major hit in their plans. (They just forgot to tell the schools they wanted to keep what they were doing.)

When the final shift occurs, the Big 12 will be left scrambling for spots within the Power conferences (whether it be four or five). Texas unless without a choice, will seek a conference they can remain the big fish in the medium size pond.

Again, my friend agrees with the following assessment without any foundation or knowledge.

When I use the term dominate - it refers to controlling policies

Texas to the BIG: The BIG is dominated by Ohio State, Michigan, Wisconsin, and the other original schools. This makes the BIG unattractive to Texas.

Texas to the SEC: The SEC is dominated by Alabama, LSU, Auburn, Florida, etc. Again, this makes the SEC unattractive to Texas.

Texas to the PAC 10 1/2: Finally, a conference where Texas could possibly compete in becoming the "Big Dog." However, Oregon, UCLA, USC, Stanford still drive this ship. But the PAC 10 1/2 has just become slightly more attractive based on potential negotiations...

Texas to the ACC: The ACC has become a melting pot of schools. This is attractive to Texas as the competition to become the "Big Dog" has the least amount of hurdles to cross. If the Big 12 crumbles as many suggest it may, the ACC becomes the most likely spot for Texas to land. Oklahoma could follow but would most likely end up in the SEC with rivals Texas A&M and Arkansas.

If the Big 12 is to survive and remain a P5 conference, Texas and Oklahoma will need to remain. The Big 12 can lose schools like WV and Iowa St to the BIG, but they can't lose Texas and Oklahoma to anyone.

If the Big 12 loses Texas and Oklahoma, the Big 12 (leftovers) and probably the best of the MWC, AAC, and CUSA will form a new 16 school conference. The new conference would most likely be recognized as the 5th member of the P5 conferences. It could look something like this (realizing some teams I selected were based on strengthening basketball, host sites for potential bowl, and travel partners):

Eastern Division:
Cincinnati, East Carolina, UConn, UCF

Southern Division:
Baylor, Houston, Oklahoma State, TCU

Mid-West Division:
BYU, Colorado State, Kansas, Kansas State

Pacific Division:
AFA, Boise State, San Diego State, UNLV

Regarding BYU to the PAC 10 1/2:

My friend reminded me that then PAC 10 declined Baylor's application based on religion affiliation and then he stated "BYU???"...I get it. However, back then the PAC 10's bylaws required for any school to be admitted it had to be a unanimous vote. Does anyone know if the PAC 10 1/2 has changed that bylaw to perhaps 75% or 80% voting for inclusion?

I am confident that USC, UCLA, Washington, Arizona, Arizona State, Washington would vote in the positive for BYU. That leaves at least three schools needed to get BYU in based on 75% voting for in the positive for four at 80%. The next tier of likely schools voting for BYU would be Utah , Oregon, and Colorado. To reach 80%, that leaves Stanford, Cal, and Oregon State for one more vote in the positive.

There is a chance. But everyone expects the PAC 10 1/2 to remain where they are unless Texas and Oklahoma join them.
