That's how these things work. The negotiations are prolonged and could fail at any time. Neither side wants the details to become public knowledge (and potentially interrupt, influence or derail) the negotiations. Now, I'm not saying that BYU is engaged in negotiations with the Big 12 for membership, but the lack of public disclosure is not evidence they are not.
