I agree that Houston is not really a player nationally nor are they big player in Texas. However, I dont think it is unreasonable to think that a game against Oklahoma wouldnt be a huge draw. Or if Texas came to play that would be a sell out or at least a huge bump in attendance. I haven't looked at Houstons attendance in the past years but big opponents typically bring bigger home crowds and bigger traveling fanbases. It might be a big boost for UH.
