You're not completely wrong. And yet the impact makes it a completely
different situation.
On the one hand, in a country of 4,000 universities there's one university that requires you to live additional rules. So you only have 3,999 options.
On the other hand, you completely exclude the student athletes of one particular university from college athletics.
Hard to feel that these two are equivalent.
