Let's see now...
Is Tanner having problems in practice with receivers dropping balls?
Is he having trouble hitting the long pass?
Is he missing wide open passes?
Is he not anticipating where the receiver will be or is he waiting to throw after the receiver gets open?
If so, I'd say that he is having a hard time learning the offense and shouldn't start.
