If you have decent scout leaders in your ward and he shows up to weekly meetings
And goes to scout camp both deacon years and goes to campouts, he will earn it without a ton of extra effort on your part by the time he becomes a teacher. That's how it was for my son. It all depends on leaders and how organized they are.
