The company I work for has a similar policy:
You can only carry over to the next year the amount of PTO that you earn in a year. So, after a year or two you'll have some use-it-or-lose-it PTO. A lot of my coworkers end up taking the entire period between Christmas and New Year's off.

I'm a big fan of "use it or lose it" PTO time. Ours expires every Dec. 31st so

My company pays out 50 % of what you don't use at the end of the year and resets

Do you start Jan 1 with a lump sum of your annual vacation? Or does it accrue

I think company culture is also a huge factor.

It's interesting watching millenials freaking out about not getting paid to not work
