1. UVU is already larger than BYU.
2. More BYU offspring are attending other state schools. Scholarships are more readily available at state institutions.
3. BYU has gained a reputation among high schoolers (I teach high school in Utah) for being a monolithic bureaucracy, very hard for an 18 yr old freshman to navigate. AP credit is not fully recognized at BYU.
4. SVU has gained a reputation as being a very positive experience for LDS young adults.
5. BYU-I's "pathway" program will be expanded. If any there is an educational outreach by the Church, it appears to be global in nature. I doubt that the Church will increase enrollment at BYU when they may get more "bang for their buck" by using technology and bringing students in for a structured experience at institutions like BYU-I.
