That means that USC, UCLA, etc., took "effectively less" when the PAC 12 was formed. Similarly, B12 recently went to equal revenue sharing for Tiers 1 & 2 from being unequal before. There is no evidence of any recent P5 schools or conferences moving the other way. The only exception I can think of in the FBS is the MWC, with Boise getting a special deal. But there's been pushback against that and towards equal revenue sharing.
You say it will happen in the future. But what will change? The amount of money networks are willing to pay? That may be true, but the relative value of the conferences is extremely unlikely to change. So if revenues are flat or decline slightly, they won't decline in a way that will change anything qualitatively.
