Yes it is small. But it is also a very rich pool considering the size.
While many schools have a large recruiting pool like UNLV or Utah State. Meaning those school can recruit anyone they want and most recruits will have no problem qualifying or accepting the terms at the school. Those schools also have the problem that practically no one prefers to go there for sports or academics. BYU has the benefit of providing a great education, unique religious experience and a history of tradition in football. The small pool contains a lot of prospects that prefer BYU over nearly every other school. That is both a problem and benefit.
