ESPN is not in charge, it’s only a contractor.
The 10 FBS commissioners and the Notre Dame AD control and manage CFP. ESPN wanted a larger playoff pool but acquiesced to the CFP format.

In the end its a money game... and there is no doubt that the playoff games generate the most money by far
