It’s not always like that.
My mission president came in and relaxed a bunch of things. This was before PMG but he was all about teaching by the spirit. He didn’t care about memorization. He expected us to be obedient but taught us to follow the spirit. We set a clear goal and steps to achieve it and we nearly doubled baptisms after his first year.
Some struggled with the regime change. Some struggled with obedience. But those that bought in flourished those that didn’t went home having wasted 2 years of their time and mom and Dad’s money (if they made it the full two years).
He never had to reimplement the previous MPs way of doing things. He had to make some tweaks here and there but he knew how to get our best out of us.
