No, I think leasing the car is the loophole to get around this and income limits
You're never the owner, so you'll get the credit taken off the cost of the lease at the point of sale, but it isn't a credit applied to you as an individual.

So you'll still get the money off of your leaseeven if you don't have $7500 of tax liability, and income requirements for getting the rebate on purchasing the vehicle don't apply.
