Somebody does, and they should not rely on patients to make them bill correctly

Also hard to understand how doctors have no leverage (by which they could exert some control over business practices) in a business in which they provide all the primary value.

Maybe I'm missing something important here, but I'm just not buying the "doctors are the victims" argument.
