I think that Colorado is just better at it than other Big XII schools and that they use the Big XII as a draw which wouldn't be there for them if they were in the PAC 10 they would be competing on level ground and the other PAC 10 schools don't see Colorado's ability to recruit California as a threat as much as they may benefit from being able to have Colorado recruit the midwest better on behalf of the PAC 10 because the families could rely on seeing their son's play closer to home every other year.
