Assuming a PAC-12, Utah will be better than Arizona, Cal, Stanford, Colorado, and WSU on a regular basis. They will be in that tier including Oregon, Oregon State, and Arizona State. And even until UW and UCLA get their acts together (if that happens), those two teams are on their level.

USC is the only team I think Utah, right now, is clearly not as good as... and that team just went through a major coaching change.

I don't know how a PAC-12 will run its season, but I'm guessing Utah will have 2-3 pretty automatic wins on the their conference schedule each year.
