Other independents (independents tend to schedule each other since otherwise it's tough to fill 12 games):

Navy
Others:
Air Force (per the OP)
That's half a schedule every year.
I'm sure they could get at least 2 MWC and 2 WAC teams a year to play, then get 2 more BCS teams and you've got a 12 game schedule.
