BYU has 12 games to schedule; Utah has 3 (or 2 when B1G-P12
series starts). Even without the question of "who needs the game more" Utah simply is in a much tigher position schedule-wise. Adding BYU every year means they may soon have only 1 game they can control every year. To ensure at least 6 of the games are at home they will have to play an FCS team sometimes.

Leave passion out of it. If Utah schedules BYU every year soon they will have 1 game to schedule a year, and that may always have to be an FCS team. That limits variety in the schedule. It's the opposite of BYU's scheduling problems.
